Don't know what his official capacity is, but in the circles of advocates
for use of the precautionary principal in environmental policy he is
generally considered to be the reigning high priest of reductionist risk
assessment philosophy (aka see no degredation, hear no degradation, speak
no degradation, and forcast no degradation - so party on dudes!) and an
all-around piece of work.
He's the sort of guy who would argue that one should not evacuate a room
that is on fire until you "prove" that it is on fire and definitively
establish the cause of the fire. Of course by then ...
