Yes, it's true - the Gordon Sinclair "Good Neighbor/Canadian's Perspective" article was "written" and broadcast years ago, and Mr. Sinclair passed away in 1984.

However, working for a legal research company, I can confirm that it was read into the U.S. Congressional Record on September 11 of this year, that part is not a myth or urban legend.

I also found it very interesting to uncover that a sound recording of this broadcast actually charted in Billboard's Top 40 in 1974 (or was it 1976? - can't remember now).  It peaked at about 24 on the charts.  It was entitled "Americans (A Canadian's Perspective)", or something very similar to that.  (Sorry, I don't have my Billboard reference book at hand.)
