[Powderworks] More infos about the DVD

I would think the problem might be PAL/NTSC encoding, not region-coding, since the other Oils DVD is Region 0 (All). I don't think copying and reburning (if that would even work with copy-protections, which I doubt) would conquer the PAL/NTSC issue.
But you are correct, most computer DVD players don't seem to have an issue with PAL/NTSC.
