Since quite a few people were pissed at this, I researched a little more 
and found the following: in The Economist, a British publication not 
inclined to whitewash things:

Halliburton (VP Dick Cheney's old company) is one of two companies in 
the world that is qualified to do the required oil field work.

The other company is French-owned.

The Clinton administration frequently used Halliburton for similar 
services in the Middle East.

So, despite appearances, it looks like there's nothing improper in this 
arrangement.
