As to why it is in Russian and Hebrew, I don't know. But in English,
I'm guessing they are saying don't litter, don't overconsume (I'm
thinking Concrete here--"don't consume or embellish, discard and
expire"). I've seen too many pigeons eating garbage in too many
cities to interpret this otherwise. Anyone else?
