Hi.  I reckon that "Written in the heart" is simply about people carrying in their hearts and minds words which one may once have put out there in a public form, which is a good thing particularly if one's local President (or Supreme Leader?) "has taken shooting off the street" (to Basij headquarters or God knows where else).

 

"You may not be released" seems to be an anti-suicide song.
