"What about more trains, less trucks" (yes, a bit vague, but I'm sure you can finesse it into something more articulate)
 
This would be a good thing from an environmental point of view (pollution, resource usage to make said trucks etc) and a road management angle (less dangerous for all road users, less damage to roads - maybe even less need to build roads blah de blah)
 
Alos, the state govt here in SA is riding roughshod over development processes at LG level (not to help out their developer mates though - perish the thought!) you might consider asking him if there's any chance of having another go at recognising LG in the constitution via a referendum.
