I don't recall "Andropovosphere" being used in the West outside of Whoh! 
either.  I think it is original oils and intended to fit with the generally 
spacey and allegorical mood of the song.  We all know who the "man with the 
landslide" is.  In the same song we get "drunken machinery" and "they 
always dream of the time when those men come from West Point".  West Point 
being the military academy for the US Army (Annapolis is Navy and it's 
Marines as a sub-unit, Air Force Academy for, well, Air Force).

The Soviet Union no longer exists ... it has fragmented into sovereign 
republics of Russia, Georgia, Belarus, Ukraine, and several others ending 
in "stan" I cannot recall.

In the west there was the invevitable speculation about poisoning of both 
Andropov and Chernyenko (sp?) because they served slightly more and 
slightly less than a year each.  Yes, they were sick old men - but Andropov 
died of acute kidney failure, a common mode of demise for those who are 
poisoned.  He was also reclusive and not widely known to have been ill this 
side of the Iron Curtain (need I define that?).
